MINUTES OF A REGULAR MEETING OF THE CASA GRANDE HISTORIC PRESERVATION COMMISSION HELD ON MONDAY, AUGUST 17, 2009 AT 6:00 P.M. IN PARKS AND RECREATION BUILDING, ARMADILLO ROOM, 404 E. FLORENCE BOULEVARD, CASA GRANDE, ARIZONA.

July 27, 2009 – Regular Meeting
A correction was made by Vice Chairwoman Jantz on Section V. New Business Item 1. to also leave the section of the block wall that goes down the alley up to the double gate.
Motion by Member Hodson to approve as corrected, seconded by Member Laudal. Passed: 7-0

A. DSA-09-00060 Certificate of Appropriateness for the Demolition of the Southern Pacific Train Depot, 205 W. Main Street

Carl Metz, Planner, gave an overview regarding the Train Depot. There was a fire on June 5th at the train depot. There was substantial damage and the owners and Union Pacific Railroad are requesting to demolish it. City staff has been in regular contact with the railroad and their representatives and have agreed to allow the city to document the damage and the property and assess what might be salvageable and then coordinate with their demolition contractor to acquire the salvageable items. Mr. Metz and other city staff visited property and assessed the damage and little was identified that might be salvageable. A list was provided by an architect, Bill Otwell, who also visited the site as well. The list was supplied with the exhibit for review. The city recommended approval of certificate with the suggested condition of approval as read on the exhibit.
Mr. Metz informed the commission that the Decorative Concrete Panels and letter inlays may be difficult to remove. Mr. Metz is very confident that we will be able to obtain a substantial number of items on the list, but will ultimately depend on what happens out in the field.
Mr. Metz mentioned that photographs were taken by himself, Bill Otwell, and a member of dispatch. Vice-Chairwoman Jantz expressed concern regarding the decorative concrete panels and wants to verify that we remove all of them that can be saved and then make the determination what can be done with them. Mr. Metz agreed and reiterated that whatever can be saved will be, but will depend on what happens out in the field. He suggested that the exhibit could be revised to be more general and strike the specific locations that were stated regarding the panels.
Vice-Chairwoman Jantz also expressed concern regarding the ticket counter. She wants the whole thing and not just the salvageable hardware. Mr. Metz informed the board that they will try to get the whole counter, but the more unique features were of higher importance then the framing, but they will try to get the whole counter. Vice-Chairwoman Jantz asked, “Do we know how soon they are going to demolish the building?” Metz replied, “ I don’t, but their intentions are as soon as possible…religiously working negotiations with the demolition contractor and what the city needs to do to support these efforts.” Mr. Metz informed that the items will be stored at the Public Works facility. Exhibit was revised to strike the north and south.
Zoey Richmond from Union Pacific stated, “We will continue to work together through this process. We know the city has bigger plans for that area and we look forward to working on other projects with the city.”
Mike Buckland, Union Pacific brought up a Standby generator, which Chairwoman Abdallah wants to add to the list of items. Mr. Metz agreed.

Member Poor motioned to approve DSA-09-00060 Certificate of Appropriateness for the Demolition of the Southern Pacific Train Depot, 205 W. Main Street as amended. Vice-Chairwoman Jantz seconded. The motion passed 6-1.

B. Discussion of Evergreen District/Historic Properties monitoring assignments

Vice-Chairwoman Jantz asked, “Where we are on the demolition on the house at Cameron and 9th?”
Mr. Metz stated, he was unsure of where they stood and that code enforcement has requested from the bank to demo it and sent them several notices. The bank was non responsive. The City has looked into demoing it themselves. Mr. Metz will follow-up with code enforcement on status.

C. Discussion and Adoption of 2009 Work Program

Carl Metz, Planner, mentioned the list of action items from the General Plan and suggested that we identity some of the ones we can accomplish before the end of the year and then revisit it every year maybe in January. Vice-Chairwoman Jantz suggested we pick a couple we can get started on. Chairwoman Abdallah wants to revisit in September with strong ideas and implement an outreach to the Evergreen District.


VI. Reports from Officers:

A. Meehan/Gaar and Fisher Memorial Houses Building Assessments, Update– Carl Metz, City Planner

Mr. Metz received the drafts for the assessments and is still going through them and will get final versions out and available. He has some concerns about privacy issues and will need to look into it.

Vice-Chairwoman Jantz asked if the critical repairs were listed. Mr. Metz, replied that they were and the estimates. Vice-Chairwoman Jantz mentioned that maybe Rosa Bruce from Housing could find more funding to help with the repairs. Mr. Metz is waiting for finals before the homeowners get the reports. Chairwoman Abdallah suggested raising public awareness and get people involved to do a fundraiser to highlight these properties to help maintain and preserve them even though they are privately owned, stating that we need to start somewhere.

B. 923 N. Kadota Ave., follow up – Carl Metz, City Planner

Mr. Metz updated the commission on the property, informing them that Rosa Bruce, Housing Program Director purchased it but is having difficulty insuring it or getting a loan. He said she is currently seeking bids to board it up and secure it. He also mentioned that it may be a future demo.

C. 615 E. 8th St., follow up – Carl Metz, City Planner

Mr. Metz informed the Commission that he spoke to Jeff Palmer, Code Enforcement Officer who had a case on it. The status on the case showed completed because debris was picked up and property was secured. Mr. Metz was told by Jeff Palmer that he learned from the owner that he was planning on rebuilding, but didn’t give a timeline. Mr. Metz offered to have a code enforcement officer attend a meeting or schedule a time for the commission to speak with them. He also suggested to schedule a time to speak with one of the managers of the department.

D. Outreach Efforts Update – Carl Metz, City Planner

Chairwoman Abdallah stated that we need to get people interested so that they can get involved and help out with getting these burned out buildings rehabilitated. Mr. Metz explained that since these homes are privately owned it’s a balancing act since they have their own individual rights. Vice-Chairwoman Jantz mentioned that its difficult to talk to neighbors cause we don’t have the information regarding the homes in the historic district because there are no laws or given time frames. Mr. Metz informed the commission he will keep it on the agenda and get further information on it. He will speak to code enforcement and others regarding the specific problems to see if there is anything more the commission can do where the district is concerned. Mr. Metz was told by housing that they are exploring having an acquisition program and other options down the road as the city grows.

VII. Commission Member Comments:

Vice Chairwoman Jantz commented that she was happy with the demolition on Trekell and it’s done and gone except the plants. She said, “It’s exactly the way we had envisioned it and its great.”

VIII. Public Comments:

Susan Randall – 401 N. Morrison Ave. explained that she went on the tour and she said that it was suggested that a mold be made of the cement work of those concrete panels before the demolition contractor tries to take it down. Then the impression of it could be remade.

IX. Discussion:

Mr. Metz explained that it sounds like a good idea but he is not sure who would do it or how they would. He said that there are several cracks in some of them and once he starts prying them off he is concerned they will crumble. He is confident that they will get one good whole one. The demolition contractor has ownership of the site and its in their hands now. Its dependent up on our negotiation with them and they have been very good to work with. He has experience in historic demolition and also rehabilitating them.

Florence Boulevard) starting at 6:00 p.m. Meeting dates, times, and/or locations may be changed if deemed necessary by the city. Proper notice of such changes will be provided.
 
All meetings of the Historic Preservation Commission are open to the Public.
 
Complete applications and fees are due to the Development Center.
